Intellectual property rights, like Plant Breeders Rights, are necessary to maintain a steady stream of innovation through continued investment. Since 2015, Canada’s Plant Breeders Rights Act has been based on the most recent international convention, UPOV 1991. Despite being “current,” Canada’s regime leaves rights holders with challenges that other competitive jurisdictions don’t have.
