Provincial Requirements

  • The Government of Alberta currently imposes no additional travel restrictions upon international travellers to Alberta.
  • Travel exemptions (including Industry Travel Exemptions) from the provincial government are no longer required.
  • Federal travel restrictions continue to apply.

International Arrivals & Departure

Federal requirements for all travellers returning from outside of Canada

  • International travellers arriving into Canada must comply with federal travel restrictions, including entry requirements and mandatory COVID-19 testing (where applicable).
  • Fully vaccinated foreign nationals may be allowed to enter Canada for discretionary travel.
  • Effective August 9, American citizens and permanent residents of the United States, who currently reside in the United States, who qualify as fully vaccinated.
  • Effective September 7: All other foreign nationals who qualify as fully vaccinated.
  • Learn more about Canada’s restrictions on international travel.
Plan for your travel
All travellers entering Alberta from outside Canada must have appropriate plans and the necessary supports in place to quarantine for 14 days (in the case that this is required). Travellers must submit their quarantine plans through ArriveCAN using the online portal or the ArriveCAN mobile app before boarding a flight back to Canada or arriving at the land border crossing.

Consider the following in your plan:
  • the location of your 14-day quarantine
  • how you will travel to your quarantine location
  • how you will avoid close contact with people in your household, especially seniors and people with chronic conditions or compromised immune systems
  • how you will get necessary supplies and supports (food, medication, cleaning supplies, child care and pet care)
  • social or family support (you can’t visit anyone or have visitors while in quarantine)
  • travellers must present proof of a negative COVID-19 pre-travel test result to the airline before boarding a flight to Canada or to the border agents upon entry if entering Canada by land
Steps for arriving in Alberta
  1. Register and submit your travel, contact and quarantine information on  ArriveCAN using the ArriveCAN mobile app or through the online portal within 72 hours of your planned arrival.
    • Travellers to Canada must submit proof of vaccination in ArriveCAN before their arrival to Canada.
    • Visit  COVID-19 vaccinated travellers entering Canada for more information.
    • Travelers should register in advance with Switch Health for arrival testing. Travelers no longer need to register with the Government of Alberta.
  2. Follow instructions given upon arrival for completing your arrival test (partially and non-vaccinated travellers, and fully vaccinated travellers selected for random mandatory testing).
    • Partially or non-vaccinated travellers arriving into Canada will either be tested on-site upon clearing customs or provided a take-home test kit to complete their arrival test.
    • Fully vaccinated travellers selected for random mandatory testing may be tested on-site or provided a take-home test kit. No additional tests are required.
    • Full instructions on how to register your take-home kit online before taking your sample are included with the kit.
  3. Proceed to your destination.
    • If partially or non-vaccinated, proceed to your home or quarantine location to complete your 14-day quarantine.
    • If deemed fully vaccinated by Canadian customs officials, no further travel restrictions apply. No quarantine required.
  4. If partially or non-vaccinated, complete a follow-up test 8 days after arriving in Canada.
    • Regardless of your port-of-entry kit, you will be given a additional take-home kit for use to complete this test. For travellers flying in to YYC after September 15, completing your day 8 test at a local pharmacy is no longer an option.
  5. Partially and non-vaccinated travellers, if you have no symptoms and your second test result comes back negative, you may exit quarantine once you have completed the mandatory 14-day quarantine.
  6. Self-monitor your health. If you develop symptoms of COVID-19, isolate yourself immediately until you are feeling well again.
Flights with confirmed cases
Recent passengers on domestic and international airlines should monitor the Government of Canada list of flights that have confirmed COVID-19 cases and follow instructions if affected.
Departures
All air passengers age two and older traveling to the U.S. must be tested for COVID-19 no more than three days before their flight. This rule includes U.S. citizens and everyone who has already been vaccinated. Travelers must show proof of their negative results before boarding their plane.

Passengers are responsible for knowing which kind of test they may require and should consult their airline in advance or research their destination. Additional information is also available on the Government of Canada website. 

How to get a test

1. Book your appointment online at the Numi Health website.
2. Arrive early enough at the airport to account for this screening test
3. Go to the screening location, between Doors 26-27 on the Departures Level of the terminal
4. Register with Numi Health and have the screening test done.
5. If you are booking an antigen test, please wait for your results documentation before leaving the immediate area. If you are having a PCR test, results will be sent to you via email at a later point.

Compassionate exemptions

For partially and non-vaccinated travellers, the federal government has in place a compassionate exemption online application process for those seeking a limited release from quarantine to visit a patient, client or resident who is receiving critical care for a life-threatening illness or imminent end-of-life care, and/or to attend a funeral or celebration of life event.

CAAR Communication

Advance communication to all attendees on what to expect and prepare for at the conference: from registration to conference materials to room layout to food and beverage options and more. Education and training for the team to ensure we provide a safe and secure conference experience. Distribution of local health-resource information in advance of the event. Ongoing communication and advance planning with the venue regarding enhanced cleaning and sanitizing measures, response strategies and other onsite protocols.


Safety and Physical Distancing

Physical distancing protocols such as limiting attendance, directional signage and markers throughout the conference. A conference room layout with planned seating for appropriate physical distancing. We continue to work closely with our venue partners to ensure the safety of our attendees. Please check back frequently as we monitor and evolve our plan in the weeks ahead.


Increased Cleaning and Sanitation

Placement of hygiene stations throughout the conference including the registration area, meeting spaces and high frequency areas. Availability of personal hygiene and safety products including facial coverings where available.


Reduced Touchpoints

Reduction of the physical distribution of onsite materials. Food and beverage options that ensure minimal handling and exposure.

Many of the issues people working in Canadian agriculture faced for the majority of 2020 will continue for at least the next six to nine months. Social distancing and limitations on face-to-face business activities will continue until most citizens that seek to be vaccinated have successfully done so.

The 2022 CAAR Conference will move forward as a virtual event February 9th-10th, 2022.

After a thorough review of current and future health risks, advisories to limit domestic and international travel, Federal and Provincial models indicating significant increase of Covid-19 positive tests over the next 3 weeks, consultation with the CAAR Executive Committee Board of Directors and CAAR staff, CAAR has decided to cancel the in-person 2022 CAAR Conference scheduled for February 8th – 10th, 2022 in Edmonton, Alberta.

We are disappointed with the cancellation of the in-person conference for a second year in a row, our industry safety and potential disruption of business operations overrides the benefits associated with hosting an in-person conference.

Registration refunds will be processed in the coming weeks leading up to the conference for the difference of our in-person and virtual fees. Thank you for your patience and your support as we navigate through this situation.

Karen has over 25 years of experience in agricultural greenhouse gas measurement, modeling, and climate change/environmental policy development – spanning her tenure at the provincial Department of Agriculture in Alberta, then at the not-for-profit Climate Change Central, and now in the private sector. During her tenure with the province, Karen was part of the cross-governmental team that developed Alberta’s Bioenergy Policy Framework, which was approved by cabinet in 2008. This framework set the stage for Alberta’s Bioenergy Program administered by the Department of Energy. Karen also led ecosystem goods and service policy and program development, in concert with other federal, provincial, and territorial governments under Canada’s Agriculture Policy Frameworks. In her earlier years with the provincial department of agriculture, she conducted research and studies of environmental mitigation opportunities for agriculture in air, water, soil and biodiversity.

Ted shares a wealth of international agriculture experience looking at UN and EU green and sustainability initiatives. Should North America agriculture follow? What is the US perspective, Federal, State, Farmer? Short and long term effects.

Ted serves as the Chief Executive Officer of NASDA, the National Association of State Departments of Agriculture, a position to which he was named in September 2021. Prior to NASDA, he was also the first U.S. Department of Agriculture (USDA) Under Secretary for Trade and Foreign Agricultural Affairs from 2017-2021. In that role, Under Secretary McKinney led the development and implementation of the Department’s trade policy, oversaw and facilitated foreign market access, and promoted opportunities for U.S. agriculture through various trade programs and high-level government negotiations. He also oversaw the U.S. Codex Alimentarius staff and functions.

Gord Kurbis is Vice President of Trade Policy and Crop Protection at the Canada Grains Council. Gord’s 20+ years in the Canadian grain industry include market access issues ranging from tariffs to phytosanitary issues to technology use. He has participated in senior roles at government/industry trade forums associated with Codex, NAFTA, WTO, FAO, and the International Plant Protection Convention, as well as technology and market access focused roles at the International Grain Trade Coalition, the Global Pulse Federation, and the International Agri-Food Network. Gord holds an MSc in agricultural economics and resides in Winnipeg, Manitoba.

Terri Stewart is the Executive Director, Chemistry at CropLife Canada. In this role, Terri helps lead one of the two main business lines at CropLife Canada and is responsible for science and regulatory priorities related to pesticides. CropLife is a trade association representing developers, manufacturers and distributors of plant science innovations for use in agriculture, urban and public health settings.

Prior to joining CropLife Canada in 2019, Terri worked for 16 years at the Pest Management Regulatory Agency, a branch of Health Canada, in its pre-market and post-market registration programs (2003-2018) and later as the lead of the agricultural stakeholder outreach group (2018-2019).

Terri holds a B.Sc. in Biology from University of Cape Breton and an M.Sc. in Environmental Biology from the University of Guelph.

Manon Bombardier is Assistant Deputy Minister – Transformation, at the Pest Management Regulatory Agency. Prior to that, she was the Acting Associate Assistant Deputy Minister at Health Canada, in the Health Products and Food Branch since September 2020. Previously, she served as Director General of Natural and Non-prescription Health Products Directorate. During her tenure, she played a leadership role in developing policies, programs and tools for the licensing of natural health products and non- prescription drugs and was responsible for advancing regulatory modernization in those areas. She also led the health portfolio’s response to the COVID-19 motion adopted in October 2020 by the House of Commons.

Before joining Health Canada in October 2016, Manon served as Chief Compliance and Enforcement Officer at the Canadian Radio-television and Telecommunications Commission (CRTC). From 2000 to 2013, Manon served in several leadership roles at Environment and Climate Change Canada, including as Director General of Environmental Enforcement, where she oversaw the directorate’s environmental surveillance and enforcement functions. Manon holds a PhD in Environmental Toxicology (Université de Metz, FR, 2007) and an (Hautes Etudes Commerciales, 2001).

The critical period of spring planting is fast approaching with much uncertainty of additional measures to manage the spread of COVID-19.

The Canadian Association of Agri-Retailers (CAAR) has initiated communications reminding Provincial and Federal Ministers and Agencies agriculture production, infrastructure and logistics and agri-retailers remain an essential service to help ensure an uninterrupted flow of seed, fertilizer and crop protection products for the spring planting season.

Essential service recognition falls under Provincial Health jurisdictions, it is paramount that interprovincial and international movement of agriculture supplies and services are aligned and unabated.

As Provinces announce more economic restrictions associated with COVID-19 spread, we encourage all jurisdictions the agriculture supply chain be identified as an essential service.

As more restrictions are implemented, unintentional disruptions to the agricultural supply chain are likely to occur. It is with this in mind, CAAR has developed an online Ag Retailer Support & Resource Area. As issues occur, Canadian Ag Retailers are encouraged to submit questions or reporting’s identifying supply chain disruptions.

Ag Retailer Q&A Responses

Q: Why has CAAR set up an online support & resource section?

A: As a result of the COVID-19 pandemic, CAAR has received numerous inquiries relating to business and supply chain activities continuing without disruption. We have recognized the need to provide resources and answers to the questions and concerns in a transparent environment. There will be instances where CAAR recognizes the answers are best provided by others and will redirect to more qualified sources. 

Q: Is Canadian agriculture production, infrastructure, logistics, manufacturers and retailers considered an essential industry and service?

A: Designation of essential industries and services is identified by Provincial Health Departments. The role of the Federal Government is to provide guidance and oversight with the intent to align provinces nationally. With the spread of COVID-19 provinces have taken steps of restricting industry activities to lessen risk.

CAAR has communicated to the PMO’s office, Provincial Premiers and Agriculture Ministers requesting the agriculture industry be excluded from economic restrictions and ensure goods and services associated with agriculture production continue without disruption.

Communications to Federal and Provincial Governments to recognize Ag Retailers as essential to the agriculture supply chain:

Q: Have incidents occurred where movement of goods, services or labour associated with agriculture production is interrupted due to provincial COVID-19 management measures?

A: We are aware of two unintended instances:
i.  Logistics movement (trucking) associated with agriculture commodities not being allowed to cross interprovincial borders.
ii. Businesses conducting agriculture related activities across provincial borders having staff advised interprovincial movement would not be allowed.

In both instances with the support of Associations, Provincial and Federal Government Agencies the issues have been addressed or in process of alleviating.
 

Q: What actions has AWSA Canada taken to address upcoming ag retailer audits, inspections and certifications under COVID-19 management measures?

Q: The Government of Saskatchewan is temporarily modifying hours of service regulations for commercial truck drivers in response to COVID-19. Does this apply to agriculture inputs?

A: The only agriculture commodity it applies to is fuel. To extend hours of service for agriculture truck transporting requires a temporary certificate from Transport Canada or Provincial Regulators. Click here for more information.

Q: What are the Manitoba non critical businesses under the March 30, 2020 Public Health Order.? Will agricultural businesses be subject to new provincial restrictions?

Q: What actions has Transport Canada undertaken to address agriculture related Transportation of Dangerous Goods requirements under COVID-19 management measures?

A: As a result of COVID-19, on March 27, 2020, Transport Canada issued a temporary certificate (TU 0750) pursuant to subsection 31 (2.1) of the Transportation of Dangerous Goods Act, 1992. The temporary certificate allows persons that have a valid and compliant TDG training certificate on March 1, 2020 and are unable to renew the training certificate due to COVID-19 restrictions for in-person training to continue as if the certificate was renewed. Employers must ensure to enroll their employees to renew their training certificate at the first available opportunity once employees providing the training or training establishments have resumed their training operations. This temporary certificate does not remove the obligation for a person who handles, offers for transport, or transports dangerous goods to be adequately trained.

The temporary certificate remains in effect until the earliest of Sept. 30, 2020 or the day it is cancelled in writing by the Minister of Transport. Click here for more information.

Klemmer, a regular contributor to the FCC Ag Economics blog, specializes in monitoring and analyzing the macroeconomic environment, modelling industry health and providing industry risk analysis.

Craig’s job at FCC is to monitor what’s happening in the economy and in agriculture, and to evaluate the risks and opportunities for FCC, for ag producers, and for FCC customers.

Klemmer joined FCC in 2009 as a member of the Portfolio Analysis and Modelling team. His previous experience included two years as livestock specialist with the Saskatchewan Ministry of Agriculture and, prior to that, he was with the Canadian Wheat Board. He holds a master’s degree in agricultural economics from the University of Saskatchewan.

• Booth cancellations received in writing prior to November 29, 2019 will be refunded the full amount less a $50 administration fee, cancellations received after deadline are non-refundable.
• Ingress hours are 12:00 - 4:00 pm on Tuesday, Feb. 11, 2020. Any exhibitor not set up by close of ingress may not be admitted to the tradeshow. Late admission may be considered only with special permission from CAAR staff prior to start of ingress.

Principle 9: Individual Access

Upon request, CAAR will provide an individual with information and access to the existence, use and disclosure of his or her personal information. Global Fertilizer Day, celebrated annually on October 13, is an international awareness campaign initiated by Fertilizers Europe and supported internationally by fertilizer associations and companies with the goal of bringing awareness to the important role of fertilizer as the backbone of the agricultural industry and to feeding the world.

Spring weather can be unpredictable during the times growers need to be working in their fields. Wet weather can wreak havoc on fields, adding time and additional cost to an already hectic time of year. For some growers, fall fertilizer application can reduce stress during spring and spread their workload, provided over-winter and early spring nitrogen loss can be prevented. Where appropriate, fall application can reduce compaction and spring workload, allowing more timely planting, and removing issues of storing nitrogen over winter.

Breaking Barriers in Agriculture: Can you imagine having one conversation that can change someone's life?

After sharing a live video last summer of her and her husband's mental health stories that created a conversation within and outside agriculture and around the world, Lesley will speak to her and her husband's journey together on mental wellness, how mental wellness has helped them, their team and farm, and the power behind how one conversation can break barriers and help save a life.

Lesley is the head and heart behind the blog and company, High Heels & Canola Fields with the goal of building community, creating conversation and help make agriculture stronger. She grew upon her family’s grain farm at Watrous, Saskatchewan and after gaining an education in marketing and accounting, went on to work in various marketing and branding positions in the ag sector, such as Cargill, ATB Financial, Farm Credit Canada and WorkHorse Hub.

Using her entrepreneurial spirit and the skills developed through her agribusiness career, she created a snack food business using the barley grown on her farm. In December 2015, she started her blog in hopes to dispel myths and bring consumers and farmers together. In 2017, she expanded her reach by becoming a co-host on What the Farm podcast which explores various topics in food and farming through real life conversations.

Advocating for mental health is near to her heart and in 2018, she was part of the #BellLetsTalk campaign and co-founded the Do More Agriculture Foundation whose mission is to break barriers and create a culture where all producers are encouraged, empowered and supported to take care of their mental well-being. She was recently recognized by the Regina YWCA with the Women of Distinction award for her contribution to the rural community for her advocacy in mental health. She isn’t afraid to tackle any conversations within agriculture and through storytelling, photography and her love of ag, she’s attracted a loyal fan base in the thousands across the world.

It appears plant-based dieting is the future, as the latest report in The Lancet suggests. Reminding us that eating more sustainability is critical for the betterment of our planet, but what does this mean for the future Canadian agriculture? Dr. Sylvain Charlebois will use the consumer as a starting point for a conversation about Canadian farming’s new normal and how Canadian agri-retailers and farmers can address the new landscape head on.

Strengthen your knowledge through Dr. Charlebois' presentation, with his current research in food distribution, security and safety, 'The Food Professor' will share insight from his studies in the ag industry.

Dr. Sylvain Charlebois is a Professor in food distribution and policy in the Faculties of Management and Agriculture at Dalhousie University in Halifax. He is also the Interim Scientific Director of the Institute of Agri-food Analytics, also located in Halifax. He is as well the former Dean of the Faculty of Management at Dalhousie University. Before joining Dalhousie, he was affiliated with the University of Guelph’s Arrell Food Institute, which he co-founded. While at the University of Guelph, he was also the Associate Dean of Research for the College of Business and Economics.

Known as “The Food Professor”, his current research interest lies in the broad area of food distribution, security and safety. He is one of the world's most cited scholars in food supply chain management, food value chains and traceability.

He has authored five books on global food systems, his most recent one published in 2017 by Wiley-Blackwell entitled “Food Safety, Risk Intelligence and Benchmarking”. He has also published over 500 peer-reviewed journal articles in several academic publications. Furthermore, his research has been featured in several newspapers, including The Economist, the New York Times, the Boston Globe, the Wall Street Journal, Washington Post, Foreign Affairs, the Globe & Mail, the National Post and the Toronto Star.

Dr. Charlebois sits on a few company boards, and supports many organizations as a special advisor, including some publicly traded companies. Charlebois is also a member of the Scientific Council of the Business Scientific Institute, based in Luxemburg. He conducts policy analysis, evaluation, and demonstration projects for government agencies and major foundations focusing on agricultural policies and community development both in Canada and in development settings. Dr. Charlebois is a member of the Global Food Traceability Centre’s Advisory Board based in Washington DC, and a member of the National Scientific Committee of the Canadian Food Inspection Agency (CFIA) in Ottawa. He has testified on several occasions before parliamentary committees on food policy-related issues as an expert witness. He has been asked to act as an advisor on food and agricultural policies in many Canadian provinces, in the United States, Brazil, Austria, Italy, France, Belgium, China, Great Britain, Finland and the Netherlands.

What are the B620 / B622 – 14 Standards?

The CSA B620/B622 Standards set out criteria for the design and maintenance of Transport Canada-approved portable pressure tanks, including TDU’s and nurse tanks used in the application of anhydrous ammonia fertilizer on farm fields. Due to the nature of the business, the operation of these tanks (loading/unloading, towing on public roads, etc.) is covered under the Transportation of Dangerous Goods Regulations (TDGR). For the purposes of this standard, a tank commonly known as a nurse tank or applicator tank, operated exclusively for agriculture purposes shall be considered as a portable tank.

What are Special Requirement 54 and Special Requirement 55?

The following are Special Requirement excerpts from the CSA B622-14 standard:

Special Requirement 54.

“As long as the Specific Requirements 10, 33, 46, and 56 (a) (ii) and (b) are fulfilled, a tank that meets the requirements of the edition of the ASME Code under which it was built, and is marked accordingly, may be used if

  1. it has a MAWP greater than or equal to 1725 kPa, gauge (250 psi);
  2. it is painted white or aluminum;
  3. it is periodically inspected and tested in accordance with the requirements for TC 331 tanks in Clause 7 of CSA B620-14;
  4. it was manufactured and used to transport anhydrous ammonia prior to 1 July 1996;
  5. it complies with the requirements in Clause 5.2.6 for TC 331 tanks;
  6. any repairs made after the enforcement date of this Standard have been made in compliance with the requirements for TC 331 tanks in Clause 7.5 of CSA B620-14; and
  7. it complies with the requirements of the following clauses of CSA B620-09:
    1. Clause 5.1.3 for securement;
    2. Clauses 5.1.5.2 to 5.1.5.4 for rear-end protection;
    3. Clause 5.2.2.1 for discharge control devices; and
    4. Clause 5.2.2.10.1 for excess flow protection.”

Special Requirement 55.

“A tank commonly known as a nurse tank or applicator tank, operated exclusively for agricultural purposes, shall not have to meet the specification requirements for a TC 51 tank or the rear-end protection requirements of Clause 5.2.5(a) if it was manufactured prior to the enforcement date of this standard and

  1. it is periodically inspected and tested in accordance with the requirements for TC 51 tanks in Clause 7 of CSA B620-14, except that the external visual inspection shall be conducted annually and the pressure test shall be conducted every 3 years;
  2. it has a MAWP greater than or equal to 1725 kPa, gauge (250 psi), and meets the requirements of the ASME Code under which it was built and is marked accordingly;
  3. it is equipped with safety relief valves meeting the requirements of CGA S-1.2;
  4. it is painted white or aluminum;
  5. it has a volumetric capacity of 11 365 L (3000 US gal; 2500 Imp. gal) or less;
  6. it is loaded to a filling ratio no greater than 56;
  7. it is securely mounted on a farm wagon or a farm implement; and
  8. any repairs made after the enforcement date of this Standard have been made in compliance with the requirements for TC 51 tanks in Clause 7.5 of CSA B620-14.”

What does CAAR’s Equivalency Certificate cover?

CAAR has received an Equivalency Certificate (#11960) from Transport Canada to allow nurse and applicator tanks that meet all of the following criteria to continue with a 5 year Pressure (P) test frequency:

  1. If the tank meets the allowances under Special Requirement (SR) 55 (see note 1 below) of the B622-14 Standard, which historically was the stated design requirements for nurse and applicator tanks, and was manufacturer prior to the enforcement date of this standard; and
  2. If proven the tank is post-weld heat treated (see example in Figure 1); and
  3. Have a Maximum Allowable Working Pressure (MAWP) of:
    1. 265 psi; or,
    2. 250 psi, and can be demonstrated that the tank was purposefully built for ammonia use; and,
  4. Appropriate training on the certificate requirements is provided to those using its allowance.

Now that B620/22 – 14 Standards are being enforced, what does this mean for my fleet?

New compliance requirements include:

  1. An Annual Visual Inspection (V) is now required for nurse and applicator tanks that do not meet the TC 51 specification and are allowed under SR 55 of the CSA B622-14 Standard (i.e. nurse and applicator tanks built to the ASME specification);
  2. The Pressure (P) test frequency for anhydrous ammonia nurse tanks and applicator tanks has been reduced to once every 3 years for all tanks that:
    1. Do not meet the TC 51 or TC 331 specification and are allowed under Special Requirement 55 of the CSA B622-14 Standard (i.e. nurse and applicator tanks built to the ASME specification); OR
    2. Do not meet the Equivalency Certificate requirements under the Transport Canada issued certificate number 11960;
  3. The Pressure (P) test frequency for Highway tanks (commonly referred to as Field Delivery Units) has been reduced to once every 3 years for all tanks that are constructed and used before July 1, 1996 that do not meet the TC 331 specification and are allowed under SR 54 (see note 1 below) of the CSA B622-14 standard;
  4. The specified design standard for all new nurse and applicator tanks appears to be a TC 331 specification, based on the definition of a Highway Tank in the new CSA Standards.

When do I need to be in compliance?

B620/622 – 14 Standards came into force on January 12, 2018. CAAR members affected by these changes must ensure full compliance with the new standard requirements before filling any anhydrous ammonia tank used for transport purposes.

How can I tell if a tank is Post Heat Weld Treated (PWHT)?

Information on a tank data plate or Manufacturer’s Statement (U1A) certificate can be used to determining if a tank was post weld heat treated (see Figure 1)

What is CAAR doing to help?

CAAR recognizes the increased number of highway tanks, nurse tanks, and applicator tanks that will require incremental pressure testing and visual inspections in the first year of compliance, and the immediate potential impact to the membership, and Canadian agriculture industry, for the spring 2018 fertilizer season.

In collaboration with Fertilizer Canada, CAAR continues to communicate how the newly enforced standard impact you directly. CAAR and Fertilizer Canada, in consultation with Transport Canada, are focused on finding a solution for:

  1. extending the implementation phase-in timeframe for tanks still affected by these changes;
  2. obtaining the same allowance, as CAAR received for nurse and applicator tanks, for highway tanks using the SR 54 allowance of the CSA B622-14 standard; and,
  3. establishing reasonable and practical tank design specification requirements for new nurse and applicator tanks.

CAAR will continue to communicate on this important issue to all members to ensure that you have the proper information to stay in compliance.

CAAR has participated in multiple regulatory consultations, including:

  • Transportation of Dangerous Goods Regulations consultations and member updates on Parts 1–5, Part 6, Part 7, Part 8 and Part 16, primarily impacting anhydrous ammonia retailers and farmers;
  • Environmental Emergency Regulations, advising members of the opportunity to comment and working with industry counterparts to submit a consistent response to the Minister of the Environment and Climate Change.

CAAR IS COMMITTED TO SAFETY

In 2016–17, CAAR continued to build relationships and participate in discussions supporting continuous improvement in safety, keeping the retailers’ needs front of mind:

  • CAAR has been an active participant on the Fertilizer Safety and Security Council (FSSC) and the Safety, Training & TDG Subcommittee. CAAR also successfully expanded retailer representation on the FSSC Ammonia Code Technical Subcommittee.
  • CAAR is in regular contact with Transport Canada inspectors in multiple regions, discussing emerging issues and communicating compliance challenges regularly to members.
  • CAAR partnered with Fertilizer Canada to develop the updated Anhydrous Ammonia: Safety & The Farmer – TDG Certification training course. Supported by Fertilizer Canada, the online TDG certification for farmers is now available at no charge.
  • CAAR has also relaunched its Anhydrous Ammonia: Retailer Safe Handling & TDG Certification training course thanks to continued sponsorship from CF Industries. The new course features enhanced descriptions and photos, and a more streamlined training platform.
  • CAAR renewed the Nurse Tank Safety Council of Canada in 2016, gathering ammonia industry expertise together in an advisory council that has overseen development of the revised Quality Control Manual under the Nurse Tank Safety Program.

CAAR DEFENDS RETAILERS’ BUSINESS PRACTICES

  • CAAR has both led and supported multiple initiatives over the past year related to extensive changes proposed for the anhydrous ammonia sector through the B620 Standards, published by the Canadian Standards Association. CAAR continues to work closely with retailer members and Fertilizer Canada.

CAAR SUPPORTS RETAILERS WHERE THEY LIVE

CAAR provided regional and company-specific support to its retailer members by:

  • Offering regional support on issues that members have brought forward, including bi-annual discussions on the Manitoba Winter Nutrient Restrictions, and joining Croplife Canada and other industry stakeholders in meeting with Manitoba’s Minister of Sustainable Development, Cathy Cox, to discuss the possibility of overturning the weed control ban in Manitoba.
  • Supporting individual members regarding concern with transmission lines being built next to an ammonium nitrate/anhydrous ammonia facility in Ontario; liaising with Transport Canada on behalf of a Saskatchewan member fined for incorrect documentation on their ammonia tank; and liaising with fire code authorities in Saskatchewan regarding enforcement concerns.

  • 4R Nutrient Stewardship program, awarding the Fertilizer Canada 4R Nutrient Stewardship Agri-Retailer Award to Agris Co-operative in 2017. CAAR also joined the Manitoba 4R Memorandum of Understanding Working Group, and the 4R Metrics and Adoption working group in 2017.
  • CAAR actively supports the Canadian Field Print Initiative committee, and invited a panel of program participants to speak at the 2017 CAAR Conference.
  • Keep It Clean campaign, established to maintain international market access for grains and oilseeds.

CAAR continues to review and improve its CAAR Perk$ programs to leverage association buying power for better member rates.

In 2016–17, CAAR:

  • Introduced new discounted products through CAAR Mart, including the UN 1005 placard in a range of sizes, and a renewed member agreement with MacMor Industries.
  • Grew the Purolator program in 2016–17, offering more members access to group rates unavailable to smaller companies.
  • Introduced Humaniqa in 2016, offering members access to this robust online HR support database for only $100 per year, saving nearly 80% on the regular annual rate.

CAAR BUILT AWARENESS OF CAREERS IN AGRI-RETAIL

CAAR collaborated with the Canadian Armed Forces and Canadian Agricultural Human Resource Council to launch the pilot phase of the retailer-specific AgriJobMatch job board in 2016, and attended five military events to raise awareness of the career opportunities in agri-retail.

CAAR was also proud to report its first successful placement of a military candidate through the Operation Ag Careers program.

CAAR IS ADAPTING TO SERVE ITS MEMBERS

In order to better support CAAR’s focus on member outreach and services, CAAR restructured its team in 2016, and established a Membership Value Committee, chaired by CAAR Executive member Stan Loewen, to review and discuss membership structure and services.

CAAR grew its membership in 2016–17 despite significant consolidation, and was pleased to welcome several new retail businesses into the fold.

CAAR IS FOCUSED ON TIMELY, RELEVANT COMMUNICATIONS

CAAR’s communications services are a critical conduit connecting agri-retailers directly to information sources from industry and regulators that would otherwise be limited.

In 2016, CAAR increased its communications touchpoints with members, introducing a bi-weekly schedule for The CAAR Network, CAAR’s e-newsletter that filters industry news and events to focus on information relevant to agri-retailers; as well as providing timely and relevant member alert updates on critical issues as they developed.

Under the guidance of the Communications Committee, chaired by CAAR Executive member Grant Larocque, CAAR’s communications team also upgraded caar.org, and renewed the CAAR Communicator with deeper insight into retail-specific topics.

CAAR VALUES YOUR SUPPORT THROUGH PRO-AG INVESTMENTS

Through the generous support of CAAR members through the CAAR Pro-Ag Investments, CAAR was able raise some of the funds necessary to support the many lobbying, advocacy, and regulatory consultation initiatives listed above, as well as:

  • Offer agronomy scholarships of $1,000, awarded to students at the University of Manitoba and Olds College in Alberta;
  • Conduct research initiatives, such as the impact of increased ammonia tank testing frequency, to support CAAR’s lobbying positions;
  • Upgrade CAAR’s retailer and farmer TDG certification courses, and the Quality Control Manual for the Nurse Tank Safety Program;

Finally, Tony Chapman took the stage to tell a familiar tale in a brand new way. In agri-retail, as in all sales environments, the only thing that’s really being sold is the story a retailer has to offer. Chapman asked attendees an important question: “Who is the hero in the story of your business?” Contrary to popular assumption, it’s not the retailer: it’s the producer – and an agri-retailer’s job is to help them achieve their happily ever after.

Note that CAAR is advising you of the policy pertaining to hotel blocks at the CAAR Conference. Once a room is booked within the CAAR block, the hotel releases CAAR from responsibility for the room and assigns it to the guest. Michael Bossy of Bossy Nagy Group explains the benefits of using the Kolbe A Index to better understand staff.

Retail managers and owners know their stuff: applications, supply and demand, customer service and agronomy. These are the skills and areas of expertise that help the agri-retail industry thrive.

But there are some factors that can be silent obstacles for a successful business: team dynamics, employee benefits and HR systems, new customer perspectives and even emergency plan support. With these oft-overlooked concepts in mind, CAAR crafted a day-long pre-conference workshop intended to help retail locations address these opportunities for improvement within their operation.

In an independent business, we don’t always have the resources that a large corporation does. I think the templates that are being presented here (Humaniqa HR resources presented by Glenn Kehrer of Group Benefits) might be a big timesaver for us.

Wednesday’s three featured speakers took the time to delve deeper into the topic of customer loyalty – what influences it, and how it is changing with the shift towards a new generation of customers.

I thought it was really interesting to see how a farmer differentiates between the brand and the retail influence, and between the different sectors – seed, crop protection and fertilizer.

Final Speaker Sessions

The final day of the CAAR Conference welcomed two esteemed presenters: Nishan Majarian of Agrian, and keynote speaker Tony Chapman. Majarian asked attendees where their business’ unique selling proposition will lie in the years ahead – as providers of product, or an integrated component of their customers’ operations?

Closing Keynote: Stop Selling, Start Storytelling

Finally, Tony Chapman took the stage to tell a familiar tale in a brand new way. In agri-retail, as in all sales environments, the only thing that’s really being sold is the story a retailer has to offer. Chapman asked attendees an important question: “Who is the hero in the story of your business?” Contrary to popular assumption, it’s not the retailer: it’s the producer – and an agri-retailer’s job is to help them achieve their happily ever after.
